Housing is fundamental to HRM’s quality of life, social inclusion, future growth and the development of vibrant and sustainable communities.  The need for shelter is universal, and housing is a powerful determinant of health, safety, and access to public amenities.   Although HRM is not responsible for the delivery of social services and social housing, HRM planning processes and regulations can help to provide for a suitable supply of housing in a range of types and locations to meet the needs of HRM's diverse population.  HRM can also contribute to partnerships formed to address homelessness and the shortage of safe and affordable housing.

In 1998 the Big City Mayors Caucus of the Federation of Canadian Municipalities (FCM) declared homelessness in Canada a national disaster. Concerns about homelessness and the lack of affordable housing have also been on the rise in HRM.  In 1999, the federal government introduced the Supporting Community Partnerships Initiative Program for homelessness programs in the most affected communities, including HRM.  Since 2000 HRM has been involved in research and facilitation activities supporting community-based responses to homelessness and housing instability in partnership with organizations like Community Action on Homelessness (CAH). Canada's newest government has continued the homelessness initiative with the Homelessness Partnership Initiative (HPI).

Pendleton Place, "NEW ARRANGEMENT" service has been relocated to other shelters with the addition of beds, support services equivalent to Pendleton. Additional beds have been opened at Metro Turning Point Centre for males and at Barry House for females. (SLSNS will operate the service year round and 24/7.

Both Metro Turning Point and Barry House have adopted the harm reduction service approach, Serving those age 16 years and over. Takes pets. Shower and laundry facilities & personal lockers available. Personal care items available, clothing donations -when available. Referral service offered.
